Russia

Russia’s refinery throughput was estimated near 5.0 mb/d in late October; the policy rate is 14%, bank capital 13.7%, the January–September deficit 2.2% of GDP and liquid National Wealth Fund assets about $45.0 billion. A diesel-export ban runs to 31 January 2027, while current monthly CPI is release-lagged under the frozen rule.

AssessmentFiscal deterioration, crowding-out, industrial bottlenecks and sanctions costs coexist with buffers; systemic failure is not established.

Evidence limitations

Monthly headline CPI is beyond the frozen allowed lag; forecasts and weekly estimates are not substituted.

Russia shows managed strain, not a systemic break

Facts

Russia’s refinery throughput was estimated near 5.0 mb/d in late October; the policy rate is 14%, bank capital 13.7%, the January–September deficit 2.2% of GDP and liquid National Wealth Fund assets about $45.0 billion. A diesel-export ban runs to 31 January 2027, while current monthly CPI is release-lagged under the frozen rule.

InterpretationHigh rates, fiscal drawdown, product controls and sanctions-related bottlenecks crowd out civilian investment and signal financial repression. Yet throughput, capital and the realized deficit remain on the safe side of frozen breakpoints, and no verified elite rupture is evident: this is deterioration and sector strain, not a true systemic break.
