Russia: high rates and sanctions pressure coexist with fiscal cushions
The Bank of Russia kept its rate at 14%; the preliminary nine-month deficit was 2.2% of GDP and liquid NWF assets were $45 billion. Separately, Russia’s tax oil price was reported at $103.4 a barrel in early October, while Moscow and Washington discussed Lukoil’s roughly $22 billion foreign portfolio.
InterpretationThis is fiscal deterioration and financial repression, not a demonstrated systemic break. High borrowing costs and sanctions transmit pressure, but oil-tax pricing and liquid reserves buy time. Current bank capital and national refinery throughput remain unverified; tomorrow’s banking release is the next dated test.
