Europe taxes the low-value import flood
Facts
From 1 November, all e-commerce purchases entering the EU from outside the bloc face a handling fee; sellers using the import one-stop shop are generally charged instead of consumers at delivery.
InterpretationBrussels is using customs administration to narrow the advantage enjoyed by high-volume Chinese platforms. The leverage is access to the single market, but enforcement across millions of parcels is the constraint; the second-order effect may be higher prices and faster warehousing inside Europe rather than less consumption.
