Northern Europe treats civil defence as infrastructure, not theatre
Facts
Le Monde reports that Finnish authorities maintain 50,500 shelters for 4.8 million people, while Poland plans more than 102 billion zlotys of civil-protection spending for 2027–2031.
InterpretationThe advantage is institutional memory: Finland can integrate reserves, municipalities and private firms before a crisis. The constraint is uneven European capacity; hardware and shelters cannot substitute for exercises, logistics and public compliance. For Helsinki, preparedness is deterrence only if systems work under disruption.
