Russia converts an energy bottleneck into exports—but financial repression persists
Russian refiners reportedly lifted diesel output toward 180,000 tonnes a day after export quotas, while the Bank of Russia policy rate remains 14%, the preliminary January–September deficit is 2.2% of GDP, the revised full-year deficit forecast is 3.2%, and liquid NWF assets are about $45 billion.
InterpretationThe diesel rebound is sanctions-and-quota adaptation, not proof that crude refinery throughput recovered. Russia still has energy income and fiscal buffers, but high rates crowd out private investment and the revised full-year deficit forecast shows deterioration. Current bank capital and monthly CPI remain unverified, so neither resilience nor systemic break is established.
